Localization of decision-making, revitalization of democratic structures and communitarian values: By utilizing participatory rural appraisal (PRA) techniques, we identify and encourage the emergence of democratic community structures such as farmer cooperatives and village development committee (VDCs). These structures are representative and are empowered to analyze the issues that affect their communities. Once communities know the extent and effect of  issues, they then take lead in planning realistic actions based on communitarian values. ,  available local resources and capacity.
